Under the Programme of Support for the Development and Functioning of the Local Self-Government System, the Ministry of Public Administration and Local Self-Government has adopted a decision on awards for the best municipal/city administrations for 2025.
Four local governments received awards, and the first prize in the category of Efficiency and Effectiveness went to the City of Smederevo for its example of good practice entitled “Improved Work of the Smederevo Service Centre as a Single Point of Contact for Citizens”.
“The Service Centre of the City of Smederevo is an integrated point of contact between citizens and the local government, which enables requests to be received quickly, efficiently and transparently, and relevant information to be provided in one place.
Organised on the principle of a counter unit, the Centre operates through standardised procedures and with professionally trained staff, which results in a significant reduction in case processing times and an improvement in the overall user experience.
The introduction of an electronic case management system, in line with the principles of electronic administrative procedure (e-ZUP), has made it possible to track the status of requests efficiently in real time, and has improved internal coordination and data exchange between organisational units.
This way of organising work contributes to greater transparency, lighter administrative burdens and higher operational efficiency.
Particular attention has been paid to the accessibility of services, so the Centre has been adapted to the needs of all citizens, including persons with disabilities and members of vulnerable social groups.
This ensures equal access to rights and services, in line with the principles of inclusiveness and good governance. This practice makes a significant contribution to strengthening citizens’ trust in the work of the local government and to improving administrative efficiency, and it provides a good basis for the further digital transformation of public administration at local level,” states the reasoning of the Decision of the Ministry of Public Administration and Local Self-Government.
The total funds awarded to the winning local governments amount to RSD 9,448,000.00, and each local government has been allocated RSD 2,362,000.00.
