Pursuant to Article 15, paragraph 1 of the Decision on the Acquisition and Disposal of Assets in Public Ownership of the City of Smederevo (“Official Gazette of the City of Smederevo”, No. 1/2020, consolidated text, 2/2021 and 7/2024) and the conclusions of the City Council of the City of Smederevo No. 361-52/2023-09 of 27 April 2023, No. 368-90/2023-09 of 13 November 2023, No. 368-82/2024-09 of 15 July 2024, No. 368-164/2024-09 of 9 September 2024 and No. 368-204/2024-09 of 18 September 2024, 368-32/2024-09 of 3 June 2024, No. 368-246/2024-09 of 30 December 2024 and No. 368-233/2024-09 of 6 December 2024,

II Lease conditions
The business premises are leased for carrying out the specified activity, for a period of 1 (one) year, as seen.
III Conditions for applying
All natural and legal persons who pay the deposit for each business premises they bid for and who meet the conditions of the Notice are eligible to take part in the Notice, with the exception of:
- persons who, in any of the previous procedures, offered the highest rent and then withdrew from concluding the lease contract or terminated the contract before the agreed term expired, for a period of one year from the date of withdrawing from concluding the contract or of terminating it;
- persons (lessees and users) who have not settled their debts arising from the lease or use of business premises or other real estate in public ownership of the City of Smederevo, or their legal successors.
IV Content of the bid
Bids submitted must contain:
- an indication of the business premises the bid refers to (the serial number of the business premises);
- the activity, in line with the purpose stated in the notice;
- the rent offered, expressed as a fixed amount in dinars;
- proof of payment of the deposit;
- the account number for the refund of the deposit;
- proof that the bidder has paid the rent, if the bidder is already a lessee of business premises in public ownership of the City of Smederevo.
The bid must include the following details:
- for natural persons: name and surname, address, identity card number, unique master citizen number;
- for sole traders: the sole trader’s name and surname, address, identity card number, unique master citizen number, business name, registration number, tax identification number (PIB);
- for legal persons: name and registered office, and a copy of the ruling on the registration of the legal person with the competent authority.
Bids must be signed by the bidder’s authorised person or by a proxy holding a valid power of attorney to submit a bid under the Notice.
A bidder may submit bids for more than one business premises.
To take part in the Notice, the deposit is paid into the account of the City Administration of the City of Smederevo (deposit), account number 840-1089804-04, with payment reference number 97 07742145.
V Submission of bids
Written bids are submitted on the prescribed form, which can be collected at the counter of the City Administration of the City of Smederevo.
Written bids are submitted to the Commission in sealed envelopes at the filing office of the City Administration of the City of Smederevo or by registered post to the following address:

The procedure for collecting written bids will be carried out even if only one participant submits a bid, provided that it is timely and complete.
The deadline for submitting bids is 3 March 2025 at 1500.
After the deadline for submitting bids under the Notice has expired, no new bids may be submitted, and bids may not be amended or supplemented.
The Commission will reject incomplete and late bids.
The bids will be opened publicly on 6 March 2025 in the Great Hall of the City Assembly of Smederevo, starting at 1200.
VI Decision-making
The Commission selects the most favourable bidder by applying the criterion of the amount of rent offered.
Participants in the procedure for collecting written bids who are not selected as the most favourable bidder are entitled to a refund of the deposit within 5 (five) days of the date of the decision on leasing the business premises to the most favourable bidder, to the account for the refund of the deposit that the bidder is required to state in the bid.
Once the most favourable bidder has been determined, the Commission submits a proposal to the City Council of the City of Smederevo, which makes the final decision on the lessee of the business premises.
The City Council of the City of Smederevo reserves the right to withdraw from selecting a bidder at any stage of the procedure.
Before the contract is concluded, the lessee must lodge a promissory note as security for the leased business premises.
For the bidder whose bid is accepted, the deposit is counted towards the rent.
The bidder whose bid is accepted loses the right to a refund of the deposit if, within 15 (fifteen) days of receiving the lessor’s invitation, they withdraw from leasing the business premises or do not conclude the lease contract for the business premises.
While the Notice is open, the business premises can be viewed at times about which information can be obtained at the premises of the City Administration of the City of Smederevo, office no. 55, or by phone on 064/8476030 from 730 to 1530.
