Department for Finance

The Department for Finance performs tasks relating to:

• preparing the Draft Decision on the Budget of the City of Smederevo;
• preparing the Draft Decision on Amendments to the Decision on the Budget of the City of Smederevo (budget revision);
• preparing the Instruction for the Preparation of the Budget of the City of Smederevo, which contains guidelines as the basis for preparing the financial plans of direct and indirect budget beneficiaries;
• preparing the Proposed Decision on Temporary Financing of the City of Smederevo;
• preparing the Draft Decision on the Final Account of the Budget of the City of Smederevo;
• periodic reporting on planned revenue and receipts and on executed expenditure and outlays of the budget of the City of Smederevo;
• preparing draft rulings on the allocation of funds from the current and permanent budget reserves;
• planning and monitoring the collection of revenue and receipts and the execution of expenditure and outlays of the budget of the City of Smederevo;
• analysing funding requests from direct beneficiaries and proposing the amount of appropriations, and the procedure for changing the appropriations of direct budget beneficiaries;
• monitoring and balancing the funds needed to pay the salaries, allowances and benefits of elected, appointed and employed persons in the authorities of the City of Smederevo;
• cash and debt management;

• checking payment requests;
• keeping the general ledger and subsidiary ledgers;
• IT support for treasury operations;
• reconciling the accounting records with those of direct and indirect beneficiaries and with the Treasury Administration;
• preparing the periodic accounts and the consolidated final account of the treasury of the City of Smederevo;
• executing orders for the transfer of funds from the budget account;
• calculating and paying the salaries, allowances and benefits of elected, appointed and employed persons in the authorities of the City of Smederevo;
• preparing the proposed financial plans of direct and indirect beneficiaries in line with the Decision on the Budget of the City of Smederevo;
• keeping records of fixed assets;
• supervising the performance of contracts against the agreed schedule, in terms of both quantity and quality;
• monitoring the financial side of concluded contracts;
• cooperating with the coordinator and project team of the Republic of Serbia budget beneficiary (the competent ministry) in whose budget section the project is placed;
• planning, developing and maintaining the information system; monitoring how services are provided to users and reviewing users’ situation and needs; planning and carrying out activities to adapt the existing system to current technological developments in information technology; providing data and reporting on business processes at the request of senior management; installing, configuring, testing and monitoring system and application software on all client computers;

taking part in preparations for the procurement of hardware and software for users;

providing users with the necessary technical support in their work; carrying out all necessary activities relating to the configuration, security and protection of servers; keeping records of installed application software;

• updating data, technical maintenance and publishing notices and content on the websites of the City of Smederevo;

managing social media accounts;

• producing promotional material in electronic and printed form;
• preparing materials, reports, presentations and electronic data processing for meetings, potential investors and partners;
• organising and monitoring the continuous, timely and efficient performance of tasks within the Department’s remit in accordance with regulations;
• other tasks in accordance with the law, the City Statute and other acts of the City.
