  • Conditions for forming a building plot:
  • The Plan defines the surveying elements for forming building plots in this unit. The plots formed may be divided by forming new building plots, provided that each new plot has direct access from a public road and that the frontage of the new plot onto the public road is not less than 50.0 m.
  • Urban planning indicators for building plots in the unit:
    • The maximum permitted plot coverage ratio in this unit is 60%.
  • Position of buildings in relation to the regulation line and the boundaries of the building plot:
    • The building line in relation to the public road is set at a minimum distance of 15 m from the regulation line of the public road plot;
    • The building line on plots bordering the plot of the railway line to the new Port is set at a minimum distance of 25.0 m from the axis of the outermost tracks, or outside the boundary of the railway infrastructure belt, in accordance with the Law on Railways.
    • The building line in relation to the regulation belt of the drainage canals (protective belt along the canals) is set at a minimum distance of 10 m from the regulation line of the drainage canal plot, or of the protective belt along the canals;
    • The distance of buildings from the boundary of the neighbouring plot is set at a minimum of 5 m.
  • Number of storeys and height of buildings:
    • The maximum number of storeys of production, storage, service and similar buildings in the unit is “G+0” (ground floor). The height of these buildings depends on the technological requirements of the designated activity;
    • The maximum number of storeys of commercial/administrative buildings within the complex is “G+3” (ground floor and three storeys);
    • The maximum number of storeys of other buildings, for activities permitted as stand-alone uses in the unit, is “G+3” (ground floor and three storeys);
    • The construction of underground (basement) levels is not permitted in this unit. By way of exception, their construction is permitted, provided that the investor/user assumes the risk of the harmful effects of groundwater.
  • Conditions for building other structures on the same building plot:
    • If several buildings are built on one building plot, they may, depending on the layout of the facilities, be placed in a row or as detached buildings, and the minimum permitted distance between them may not be less than 5 m.
  • Plot access conditions:
    • Access to the plot is from a public road, i.e. from a secondary road;
    • Building plots may have one entrance/exit onto the public road along their frontage on that road, and vehicle movement within the complex and this access are defined by the internal traffic layout.
    • When the entrance to the plot/module is formed, its point of connection to the public road must be properly arranged (entrance curve radius, break in the pavement and green area, and the like).
  • Parking conditions on the plot:
    • An adequate number of parking spaces must be provided within each plot/module according to the needs of the planned facilities, for both passenger and goods vehicles;
    • The number of parking spaces required for passenger vehicles is determined for:
      • employees: according to the criterion of 1 parking space per 50 m² of usable business space (excluding production halls, warehouses, canopies and the like), or 1 parking space per 3 employees;
      • users and visitors: according to the nature of the facilities and the number of visitors;
    • The number of parking spaces required for goods vehicles is determined according to the specific activity, provided that, in addition to parking areas of suitable dimensions, manoeuvring areas must also be provided for these vehicles;
    • In the case of internal subdivision, vehicle parking may be organised as shared parking, provided that the total required number of parking spaces is met, in accordance with the planned facilities;
    • Parking areas for passenger vehicles should be made of grid paving elements, and areas for goods vehicles should be asphalted or concreted, designed for heavy traffic, with a mandatory grease and oil separator.
  • Plot fencing:
    • Plots in this zone may be fenced with a transparent or masonry fence, up to a maximum height of 2.20 m;
    • As a rule, the fence is placed on the regulation line of the plot, so that the gates and fence posts are on the building plot being fenced, and doors and gates may not open beyond the regulation line;
    • In certain sections, the fence may also be set back from the plot regulation line (to create parking in front of the complex and the like), provided that all facilities in front of a fence placed in this way are within the regulation line of the plot.
  • Conditions for connection to utility and other infrastructure:
    • Facilities in this unit are connected to the public infrastructure network planned in the corridors of the secondary roads within the scope of the Plan, on the principle that one plot/module has one connection to the public infrastructure network;
    • The internal water supply and foul sewerage network is brought to the main water supply manhole with a water meter, or to the main sewerage inspection manhole, which must be located no more than 2.0 m from the plot regulation line;
    • Stormwater is drained from the plots by building open ditches (gutters) within the complex, into which, after mechanical treatment, water from roofs, concrete and other surfaces flows (depending on the use, grease and oil separators must also be provided on parking and goods vehicle manoeuvring areas). From these gutters, the water is discharged into the nearest drainage canal or roadside ditches in the corridors of the roads planned within the scope of the Plan;
    • The internal telecommunications installation is brought to the nearest planned telecommunications manhole in the road corridor;
    • The internal gas installation is brought to a KMRS (household metering and regulating set) or an internal cabinet-type MRS (metering and regulating station), depending on the required consumption, located on or next to the building, which is also reached by the public gas distribution pipeline with an operating pressure of up to 4 bar;
    • The internal electrical network is brought to the MRO (metering and distribution cabinet) located on the building closest to the plot regulation line, which is also reached by the 1 kV supply line from the nearest planned substation within the scope of the Plan.
  • Conditions of use until utility infrastructure is provided:
    • In accordance with the prescribed minimum level of land servicing, until the public building land is fully serviced with utilities, the facilities in this unit will operate using local utility systems on their own plot. This includes:
      • building a watertight septic tank of sufficient capacity for the planned use;
      • building facilities for treating process wastewater and discharging it into the watertight septic tank;
      • building an open internal storm drainage system;
      • building an internal heating system (using butane gas, electricity, solar energy and the like as the energy source);
      • building a lightning protection network around the buildings.
  • Landscaping conditions:
    • Green areas must account for at least 15% of the plots, where green areas means open spaces (excluding parking areas);
    • Larger production facilities must have a perimeter protective belt, in which, if space permits, recreation grounds with ancillary facilities may be provided;
    • Since the building line is at a minimum distance of 15 m from the public road regulation line, green areas within the complex should be designed so that in front of the building they blend in with the public road regulation belt and the surroundings, as well as with the architecture of the buildings, while at the rear and along the edge of the plot they should be designed as a protective green belt.
  • Fire protection conditions:
    • On individual plots in this unit, it is mandatory to build an external and internal hydrant network supplied with water from the public water supply network in the planned roads within the scope of the Plan;
    • The position of buildings in the complex must allow unobstructed access for fire engines and protection of buildings from fire on all sides;
    • Internal vehicle routes must be of sufficient width and arranged in a suitable system to allow the unobstructed movement of fire engines and the possible evacuation of passenger and goods vehicles in the event of accidents.
  • Implementation:
    • Construction is carried out on the basis of an urban design project, as an instrument for the professional and formal review of the planned facilities on individual complexes.
    • When individual facilities are implemented, the need for an environmental impact assessment is determined depending on the designated use.

3. The land in question is being disposed of (sold) for construction in accordance with the planning document. The building land is sold as undeveloped building land; access to the plot is from a public road, i.e. from a secondary road, and a public road, the city water supply network, the gas distribution network, the optical telecommunications network and the electricity network have been built up to the plot.

The buyer takes over the land as seen, with no obligation on the seller to carry out any works to prepare the land, and no obligation on the seller to clear or fill the site.
