I Subject of the lease
- Business premises in temporary structures at the “Šeškovac” Central Cemetery in Smederevo: one business premises/structure, no. 2, with an individual gross area of 9.60 m2, intended for the sale of flowers, wreaths and candles.
The starting rent per structure is RSD 11,520.00 excluding VAT.
The deposit amounts to RSD 27,648.00.
II Lease conditions
The business premises are leased for carrying out the specified activity, for a period of 1 (one) year, as seen.
III Conditions for applying
All natural and legal persons who pay the deposit for each business premises they bid for and who meet the conditions of the Notice are entitled to take part in the Notice, except:
- persons who have not settled their obligations under previous or current contracts by which they acquired the right to use public space or to lease business premises;
- persons who, in a previous procedure, offered the highest rent and then withdrew from concluding the lease contract or terminated the contract before the agreed term expired;
- persons and their authorised representatives who, in a previous procedure, were removed by the Commission from the room in which the Commission was sitting for disrupting its work.
IV Content of the bid
Bids submitted must contain:
- an indication of the business premises for which the bid is submitted (the number of the business premises);
- the activity, in accordance with the purpose stated in the notice;
- the amount of rent offered, expressed as a fixed amount in dinars;
- proof of payment of the deposit;
- the account number for the refund of the deposit;
- proof that the bidder has paid the rent, if already a tenant of business premises publicly owned by the City of Smederevo.
The bid must contain the following details:
- for natural persons: name and surname, address, identity card number, unique master citizen number;
- for sole traders: the sole trader’s name and surname, address, identity card number, unique master citizen number, business name, registration number, tax identification number (PIB);
- for legal entities: name and registered office, a copy of the ruling on the registration of the legal entity in the register kept by the competent authority.
Bids must be signed by the bidder’s authorised person or by a proxy holding a valid power of attorney to submit a bid under the Notice.
A single bidder may submit bids for more than one business premises.
To take part in the Notice, the deposit is paid into the deposit account of the City Administration of the City of Smederevo, account no. 840-1089804-04, reference number 97 16-742142.
V Submission of bids
Written bids are submitted on the prescribed form, which can be obtained at the counter of the City Administration of the City of Smederevo.

The procedure for collecting written bids will be carried out even if only one participant submits a bid, provided that it is timely and complete.
The deadline for submitting bids is 28 February 2024 at 1530.
Once the deadline for submitting bids under the Notice has expired, no new bids may be submitted and bids may not be amended or supplemented.
The Commission will reject incomplete and late bids.
The public opening will take place on 4 March 2024 in the Great Hall of the City Assembly of Smederevo, starting at 1200.
VI Decision-making
The Commission selects the most favourable bidder by applying the criterion of the amount of rent offered.
Participants in the procedure for collecting written bids who are not selected as the most favourable bidder are entitled to a refund of the deposit within 5 (five) days of the date of the decision on leasing the business premises to the most favourable bidder, to the account for the refund of the deposit, which the bidder is required to state in the bid.
Once the most favourable bidder has been determined, the Commission submits a proposal to the City Council of the City of Smederevo, which makes the final decision on the tenant of the business premises.
The City Council of the City of Smederevo reserves the right to withdraw from the selection of a bidder at any stage of the procedure.
Before concluding the contract, the tenant is required to provide a promissory note as security for the leased business premises.
If the most favourable bidder is a natural person, he or she is required, within 15 days of receiving the decision of the City Council of the City of Smederevo, to submit to the Department for Property and Legal Affairs and Utility Services the SBRA ruling on registration in the register of sole traders.
For the bidder whose bid is accepted, the deposit amount is credited towards the rent.
The bidder whose bid is accepted loses the right to a refund of the deposit if, within 15 (fifteen) days of receiving the lessor’s invitation, he or she withdraws from the lease of the business premises or does not conclude the lease contract for the business premises.
The business premises can be viewed while the Notice is open, at times about which information can be obtained at the City Administration of the City of Smederevo, offices no. 38 and 56, or by phone on 064/8449136 and 064/8476030 from 730 to 1530.
