On 9 June 2022, the City of Smederevo began the process of drafting the Development Plan of the City of Smederevo for the period 2022–2029.
Under the Law on the Planning System of the Republic of Serbia (LPS), the development plan of a local government unit is the most important planning document at the level of cities and municipalities in the Republic of Serbia.
The adoption of the LPS in 2018 established a new regulatory framework that ensures a synchronised approach to planning, from the national through the provincial to the local level of government.
The Development Plan of the City of Smederevo is the umbrella planning document for the local government unit of Smederevo. In this planning cycle it is being adopted for the first time under the new regulations, and it will serve as the basis for adopting other planning acts, such as strategies, action plans and medium-term plans.
To obtain support for building its capacity and for drafting the best and most comprehensive possible Development Plan, the City of Smederevo applied to the public call for the project “Supporting capacity building and the creation of local development plans”.
The new planning cycle began with the adoption of the Decision on Initiating the Drafting of the Development Plan of the City of Smederevo for the Period 2022–2029 at the 9th session of the City Assembly of Smederevo, held on 8 October 2021, and published in the Official Gazette of the City of Smederevo, No. 6/2021.
On the basis of this Decision, the Mayor adopted the Ruling on the Establishment of the Working Group for Coordinating the Drafting of the Development Plan of the City of Smederevo for the Period 2022–2029, made up of 32 representatives of the City Administration with specific responsibilities for managing and coordinating the planning process.
On 28 October 2022, the first Partnership Forum was held, attended by the Mayor of Smederevo and representatives of the local government, schools and cultural institutions, public enterprises, non-governmental organisations, entrepreneurs, businesses and associations, as well as representatives of the local media.
The priority areas for the development of the City of Smederevo in the coming planning period are:
- Urban planning, development of transport and utility infrastructure, and environmental protection,
- Social development,
- Economic development,
- Tourism
In line with the priority areas, thematic working groups were set up by a ruling of the Mayor. They met on 8 December 2022 and discussed the strengths and weaknesses in their areas.
The drafting of the Development Plan is funded through German-Serbian development cooperation under the project “Supporting public administration reform in the EU accession process”, implemented by GIZ. Support for drafting the Development Plan is provided by the National Alliance for Local Economic Development and the Balkan Center for Regulatory Reform, in cooperation with the Republic Secretariat for Public Policies.

The Draft Development Plan of the City of Smederevo for the period 2022–2029 will be the subject of a public consultation from 15 May 2023 to 5 June 2023
An open meeting of representatives of the competent bodies and offices of the City Administration of the City of Smederevo with interested citizens, business people, representatives of citizens’ associations and the media will be held on Monday, 29 May 2023, in the Assembly Hall of the City of Smederevo, starting at 12:00
Proposals, suggestions, initiatives and comments from citizens, associations, experts and anyone else interested may be submitted to the City Administration of the City of Smederevo:

The public consultation in the process of drafting the Development Plan of the City of Smederevo for the period 2022–2029 is being conducted in accordance with the Law on the Planning System of the Republic of Serbia (“Official Gazette of the Republic of Serbia”, No. 30/2018), the Law on Local Self-Government (“Official Gazette of the Republic of Serbia”, No. 129/2007, 83/2014 (other law), 101/2016 (other law), 47/2018 and 111/2021 (other law)) and the Statute of the City of Smederevo (“Official Gazette of the City of Smederevo”, No. 2/2019, consolidated text).
The report on the public consultation will be published on the official website of the City of Smederevo within 15 days of its close.
